Liquor Licensing

Skilled Counsel on Pennsylvania Liquor Licensing Issues

Serving clients throughout the Commonwealth, the liquor law practice at Scaringi & Scaringi, P.C., helps retailers, restaurants, hotels, bars and private clubs obtain, transfer and protect their licenses to sell alcoholic beverages. Mistakes and oversights in liquor licensing can hurt your profits and eventually threaten the viability of your business. Contact us in Harrisburg or Newport to work with recognized leaders in this challenging area of the law.

Our liquor law practice is headed by Frank C. Sluzis, a former Chief Prosecutor of the Pennsylvania Liquor Control Board (PLCB) Nuisance Bar program. He also served as assistant counsel to the PLCB. In these capacities, Attorney Sluzis developed a thorough understanding of the violations enforcement process, and his experience helps our clients maintain compliance with all applicable laws and regulations. Since leaving the PLCB, Attorney Sluzis has developed a statewide practice defending liquor licensees involved in enforcement, citation and non-renewal actions by the Bureau of Liquor Control Enforcement. If you are a liquor licensee confronting an enforcement action, you want the attorney who used to prosecute these cases — on your side.

Many liquor license holders benefit from our lawyers' understanding of Pennsylvania law and enforcement practices in the context of a general counsel relationship. Other clients turn to our attorneys for advice on specific problems related to the transfer of a licensed business or the defense of violations. We handle matters concerning:

  • Business formation and organizational matters for liquor license applicants and purchasers
  • Liquor license applications
  • Appeal of denial decisions
  • Licensee management and staff training on compliance issues
  • License renewal problems
  • Liquor license valuation in business acquisitions or sales, including franchise opportunities
  • Records and document retention in beer, wine and liquor inventories
  • Food safety and sanitation issues
  • Response to complaints, citations, or notices of violation or non-renewal
  • Violations defense on matters ranging from underage, serving-while-intoxicated or after-hours service, to nuisance bar actions to tax enforcement
