Welcome to the web page devoted to the Firm’s Restaurant & Bar Law Practice Group. Each of the five attorneys in this practice group has developed a focus on those areas of law that affect restaurant and bar owners the most. This practice group serves clients in the areas of business, corporate, LLC, partnership and franchise law, employment law, liquor law, civil & commercial litigation and real estate law.

Restaurant & Bar Law: Business Formation, Transactions and Litigation:

Attorney Marc A. Scaringi has been representing business owners in the areas of corporate, LLC, partnership and franchise law for over seven years. Attorney Scaringi advises business owners on the best choice of legal entity through which to own and operate their business, represents clients in the purchase, sale or transfer of the business, advises on franchise law, advises clients on employment law and represents clients involved in business or commercial litigation.

Restaurant & Bar Law: Liquor Law:

Attorney Frank C. Sluzis advises clients on the purchase, sale or transfer of liquor licenses and defends liquor licensees in all enforcement and litigation matters, including alleged violations of the Pennsylvania Liquor Code. Attorney Sluzis is a former prosecutor of the Pennsylvania Liquor Control Board (PLCB), Nuisance Bar Enforcement Section. In his five years with the PLCB, Attorney Sluzis represented the PLCB in over 100 cases brought against liquor licensees.

During his tenure with the PLCB, Attorney Sluzis developed extensive experience in litigating liqour license matters and extensive knowledge of the Pennsylvania Liquor Code. By representing the PLCB in enforcement actions, Attorney Sluzis learned how to best defend liquor licensees involved in enforcement actions. Attorney Sluzis was also involved in the drafting of amendments to the PLCB regulations implementing the Pennsylvania Liquor Code.

After five years with the PLCB, Attorney Sluzis entered private practice. Over the years, Attorney Sluzis has acquired a client list of over two dozen restaurant and bar owners who own liquor licenses. As a private liquor license attorney, Attorney Sluzis has defended liquor licensees against enforcement actions by the PLBC. Attorney Sluzis has also handled multiple liquor license purchases, sales and transfers. During this period of time, Attorney Sluzis has acquired extensive knowledge of the process involved in obtaining necessary governmental approval for the purchase, sale or transfer of liquor licenses.

Furthermore, because of his involvement in multiple transfers of liquor licenses, Attorney Sluzis has obtained and developed the skills necessary to determine the approximate fair market value of liquor licenses in the Central Pennsylvania region – this has proven to be a valuable skill that Attorney Sluzis can offer his clients.

Restaurant & Bar Law: Real Estate Transactions:

Attorney Melanie Walz Scaringi represents restaurant and bar owners in the purchase, sale and transfer of real estate. Attorney Melanie Walz Scaringi has extensive experience representing business clients in the negotiation of commercial leases and real estate agreements, the handling settlements and closings and the providing of title insurance.

Restaurant & Bar Law: Tax Law and Tax Return Preparation:

Attorney Virginia H. Henning represents restaurant and bar owners in all aspects of taxation including providing tax advice on various business purchases, tax advice on the choice of business entity and tax advice on the best way to structure business transactions. Attorney Henning represents restaurant and bars owners before the various state and federal taxing authorities. And, Attorney Henning prepares tax returns for restaurant and bar owners, including personal and business tax returns.

Restaurant & Bar Law: Employment Law:

Attorney Debra R. Mehaffie advises restaurant and bar owners on all aspects of employment law. Attorney Mehaffie represents businesses involved in employment-related litigation, including unemployment compensation, civil rights/discrimination and wrongful termination, before all federal and state courts and administrative agencies.
