Attorney Karen L. DeMarco focuses her practice on veterans law, criminal defense, family law and civil litigation.

Having joined Scaringi Law in April 2016, Ms. DeMarco is leading the firm’s expansion into the practice of veterans law. Specifically, Ms. DeMarco is combining her personal experiences with veterans, her work as clinic leader for the Widener University Veterans Law Clinic and her professional passion for protecting people’s rights under the law to assist service-injured veterans in securing the government disability benefits they have earned.

Ms. DeMarco will be an attorney ally of veterans injured in the line of duty who have been denied monetary or medical benefits due them by the trouble-plagued bureaucracy of the Veterans Administration. Already in her clinic outreach and her law firm practice, Ms. DeMarco has assisted scores of veterans with service-caused physical and emotional injuries who have been turned down for full or partial disability benefits by the VA.

Attorneys are barred from intervening in a veteran’s initial application for benefits. But when a veteran is denied disability compensation, Ms. DeMarco stands ready to assist him or her with each step of the multi-layered VA appeals process.

Ms. DeMarco believes that the overwhelmed VA’s default position is to deny a service-injured veteran’s initial application for disability benefits. Once turned down, the veteran’s best chance for successfully securing disability benefits is with an agency appeal handled by a well-experienced attorney.

Under the law, the benefit of the doubt is to go to the veteran. In practice, the VA has demonstrated a clear pattern of acknowledging a veteran’s injury, but then arguing that the injury isn’t related to his or her service. Through her education, professional experience and personal commitment to veterans issues, Ms. DeMarco has become skilled at navigating the appeals process and marshalling the necessary medical and service records, along with other evidence, to secure the appropriate disability benefits due the injured veteran and his or her family.

Ms. DeMarco’s services to veterans include, if necessary, pursing each appeal all the way to a hearing before the U.S. Board of Veterans Appeals. Ms. DeMarco is adamant about personally attending each board appeal alongside her veteran client, rather than relying on the more impersonal video-conferencing option. This personal touch of placing the veteran face to face with appeals board members is particularly effective in securing the disability benefits a veteran has earned.

Given Ms. DeMarco’s personal history with veterans, this aspect of her professional legal career is perhaps the most rewarding. However, she is very at home inside a courtroom and before a judge -- a presence and passion that fuel her family law, criminal defense and civil litigation focus areas as well.

Ms. DeMarco gained courtroom and criminal law experience as a certified legal intern with the Cumberland County and Dauphin County district attorney’s offices. Having viewed criminal cases from the prosecution’s perspective, Ms. DeMarco has unique insight into legal strategy that will benefit her criminal defense clients.

Most recently, Ms. DeMarco worked in the law office of Foreman & Caraciolo P.C. in Harrisburg, Pa., where her practice areas included criminal law, family law, veterans appeals, property law, wills and civil litigation. While at the firm, she gained jury and bench trial experience, conducted appellate work, including briefing and oral arguments before Commonwealth Court, Superior Court and the Pennsylvania Supreme Court, as well as federal civil litigation and criminal defense experience.

Previously, Ms. DeMarco worked in the law office of Patrick Flannigan in Swarthmore, Pa., conducting research and writing legal briefs and other documents in civil law matters. Prior to that, she served as a pro bono attorney for the Dauphin County Bar Association, representing indigent clients in family law cases.

Ms. DeMarco is a 2011 Cum Laude graduate of Widener University School of Law, Harrisburg, Pa. She earned dual bachelor of arts degrees in print journalism and political science from Hofstra University, Long Island, N.Y., in 2007.

She resides in Harrisburg, Pa.
